Summary: The U.S. Mission in Sofia, Bulgaria is seeking eligible and qualified applicants for the position of Human Resources Assistant as part of the U.S. Department of State.
Salary: BGN 15.69 per hour (gross).
The work schedule for this position is full time - 40 hours per week.
Start date: Candidate must be able to begin working within a reasonable period of time (one month) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties:
The incumbent provides a variety of personnel services in support of all employees in the Mission as part of the Human Resources (HR) section. Prepares and submits the monthly social security and tax information to the Bulgarian National Revenue Agency for the Locally Employed (LE) Staff on a timely basis. Processes annual tax reconciliation and tracks National Revenue Agency reports. Submits sick leave certificates and other required forms and information for payment to the Bulgarian National Social Security Institute. Advises employees on their eligibility and conditions for receiving local social security and health benefits. Responds to inquiries and assists with other social security and tax related matters to LE Staff regarding their employment at the Embassy. Responsible for the salary advance program and processing requests as needed. Provides other HR and administrative support to the section and Management section.
Qualifications, Evaluations and Requirements:
EDUCATION:
• At least two years university or college studies are required.

EXPERIENCE:
• Two years (full-time equivalent) progressively responsible work experience in Bulgarian social security and tax processing, accounting, bookkeeping or related administrative field.

LANGUAGE (This may be tested):
• English: Good working knowledge; written & spoken
• Bulgarian: Fluent; written & spoken, including the ability to translate

JOB KNOWLEDGE:
• Good knowledge of local institution structure, and Bulgarian labor code, social security code, tax code, and other pertinent regulations to Bulgarian social security and income tax processing.
SKILLS AND ABILITIES:
• Excellent computer skills (MS Word, Excel, Access, PowerPoint)
• Ability to organize, prioritize work, and complete tasks within deadlines
• Tact and diplomacy in dealing with employees and external counterparts
• High precision in work with numbers
• Should keep confidential the personal information submitted by employees
