Summary: The U.S. Mission in Sofia, Bulgaria is seeking eligible and qualified applicants for the position of Human Resources Assistant (Temp) as part of the U.S. Department of State.
NOTE: THIS IS A TEMPORARY REPLACEMENT POSITION FOR APPROXIMATELY 13 (THIRTEEN) MONTHS.
Salary: BGN 15.69 per hour (gross).
The work schedule for this position is full time - 40 hours per week.
Appointment Type: Fixed-term appointment for approximately 13 (thirteen) months
Start date: Candidate must be able to begin working within a reasonable period of time (one month) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties:
The position serves as a strategic recruiter for local staff hiring following U.S. Department of State policies and procedures, and Bulgarian labor market practices. The temporary incumbent develops recruitment strategies, drafts vacancy announcements, distributes and promotes job vacancies, schedules, and conducts interviews and competency testing, advises offices on recruitment procedures, and leads applicants and hiring officers through the entire recruitment cycle. The incumbent also onboards new hires and provides initial orientation to newly hired employees. The position also provides advice and support to all levels of employees and supervisors regarding the Embassy’s specific Merit Based Compensation (MBC) performance management program. Also, performs a range of other HR support assignments and duties.
Qualifications, Evaluations and Requirements:
EDUCATION:
• Two years of college/university studies required.

• Three years (full-time equivalent) human resources and /or administrative experience required.

LANGUAGE (This may be tested):
• English: Fluent (Speaking/Reading/Writing)
• Bulgarian: Fluent (Speaking/Reading/Writing)

JOB KNOWLEDGE:
• Extensive knowledge of fundamental human resources laws, regulations, policies, and practices
• Good working knowledge of Bulgarian Labor Code
SKILLS AND ABILITIES:
• Ability to advise and resolve moderately complex issues, make informed judgement on problem areas and issues
• Ability to analyze and interpret basic issues of fact and law, select and apply appropriate provisions for each case
• Oral and written communication skills sufficient to formulate and present arguments and advisory options
• Excellent knowledge of Microsoft Office programs and Internet environment
• Precision with details and numbers
• Ability to work under pressure
• Ability to shifty priorities depending on HR project timing and occurrence
• Initiative and ability to work independently
• Tact and diplomacy.
